Job Description/Daily
Responsibilities:
Using DOS standard secure procurement procedures, receives and processes requests for secure procurement from all Post agencies and the Consulate Generals.
Prepares secure purchase orders, verifies item costs, calculates total costs. Maintains, retires and destroys secure purchase order files in accordance with Department of State Records management program.
Follows up on incomplete shipments.
Prepares in final or draft, routine correspondence related to secure procurement operations and follows up at appropriate times with ALM inquiring into the status of orders.
Maintains classified records on status of secure purchase orders.
At year- end, prepares list of incomplete secure purchase orders for FMO, takes appropriate action to receive material or de-obligate funds.
Maintains reference files of GSO secure procurement schedules, literature from GSO contract and other vendors and catalogs. Systematically culls expired material to keep files current.
Maintains Federal Acquisition Regulations and other secure procurement directives.
Works closely with the FMO on funding matter, providing and receiving necessary information to properly manage the secure procurement operation.
Works with FMO and sections to compile and prioritize an End of Year procurement wish list for the CAA.
Responsible for Health Unit and complicated state side procurements.
Assists the LES with problematic state side vendor issues.
Assists the Contracting/Procurement Officer with documentation required by OPE for approvals on various procurement actions.
Compiles documentation on unauthorized commitments for ratification.
Conducts research for the Contracting officer.
Assists with verification the sub-cashiers random cash counts.
Verifies LES time and attendance before submittal to the GSO for signature.
Assists with procurements requests from Non-State agencies, ensuring that all regulations, State and those of the requesting Agency are complied with.
Supervises the section in the absence of the Contracting/Procurement Officer.
During VIP visits assists with motorcade, including rental of additional vehicles, vehicles rosters and occasionally serving as the motorcade officer.
Serves as or assists the baggage officer. Meets and assists counterparts at the airport, and various meetings.
Serves as the lead on more complex procurement requests arising from VIP visits.
Assists with special projects as assigned by the S/GSO or Management Officer.
Individual shall report directly to the General Services Officer responsible for overall secure procurement program.
Qualifications:
Must be 21 years of age or older. Must be able to type at least 40 words per minute, be familiar with word processing, and have a minimum of 2 years worth of general office experience, some of which was in a complex, multi-section office environment. Familiarity with secure procurement operations in general and overseas post, operations in particular is desirable. A top-secret clearance is required. A BA degree may be substituted for work experience requirements.
All authorized Contractor candidates and authorized spouses shall be required to be examined by a licensed doctor of medicine before departure from the United States. Candidates may be authorized, upon written direction of the appropriate ACOR-W to undergo medical examinations prior to hire. The results of the examination shall be submitted to the Department of State, M/MED Clearance Division to determine whether the candidate and authorized spouses are physically qualified to reside in the host country and, in the case of the Contractor employee, to engage in the type of activity required of the position. The Contractor shall ensure that the results of these exams are forwarded on to the appropriate post Medical Unit.

Must have completed secondary school or obtained a GED and possess a valid driver's license.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
