Spacecraft Systems Engineer - TS/SCI with CI Poly

KBR is looking for a Spacecraft Systems Engineer (SSE).
The SSE is a technical/engineering professional who performs spacecraft level systems engineering across the system life-cycle on complex and critical spacecraft subsystems and acquisition processes.
Must possess a breadth of technical expertise spanning engineering disciplines for spacecraft and payload system engineering, hardware integration and test, and on-orbit checkout.
This multi-disciplined position encompasses program management, acquisition planning, and contract technical and programmatic surveillance with a focus on Integration and Test (I&T) planning at the sensor subsystem and payload level to ensure factory and on-orbit testing supports verification and validation of mission performance against operational requirements and user needs, as part of a government/contractor team.
The SSE provides expert advice, technical evaluations and alternatives on the technical approach and execution for spacecraft acquisitions.
Responsibilities include:
Provide primary support, as required, to the Integration Branch Payload Test Lead.
Assist in the development of acquisition strategies to procure spacecraft and test equipment.
Coordinate technical evaluations of developer Engineering Change Proposals (ECPs), including Basis of Estimate evaluations and recommendations in support of establishing USG cost positions.
Analyze monthly cost and schedule performance metrics, including variance reports and slack to critical path changes A cents EUR review for, accuracy and impacts.
Provide expert advice concerning payload accommodation development.
Based on user needs and higher-level allocated systems requirements, derive and flow down the error budgets and other requirements to development specifications.
Review, document, trace, and coordinate on all functional and interface specifications, ICDs, and system level requirements documentation including the mechanical, thermal, and electrical accommodation of payloads onto the satellite bus.
Develop integrated end-to-end payload testing schedules and test plans; Work with the Payload Test Lead and contractor to help ensure program test objectives are achieved within cost, schedule, and technical performance requirements; evaluate cost/schedule opportunities to ensure testing rigor and performance margin are maintained.
Review Test planning documentation (eg, Test Requirements Documents, Test Procedures, etc.
); Assess whether the test program as planned will provide necessary test data for verification/validation sell-off; Evaluate test plan/data products against operational requirements and user needs.
Review space vehicle level artifacts including test plans/procedures in support of major design review milestones (eg, PDR, CDR) and Test Readiness Reviews (TRRs).
Track development issues, significant accomplishments, and upcoming events; provide status updates.
Attend system level design reviews, and program management reviews to assess design maturity, requirements compliance and to provide informed technical recommendations to the customer.
Identify and assess emerging risks; develop and evaluate proposed burn-down plans.
Review prime contractor readiness to proceed into spacecraft manufacturing and test.
Maintain knowledge of current industry space hardware design, manufacturing and test specifications and standards, and apply that knowledge during reviews of developer documentation and processes.
Verify that developer design approaches are executable within SPO resource and schedule constraints.
Review acquisition milestone design documentation for adequacy, accuracy and completeness, and identify cost, schedule and technical risks/opportunities, and provide mitigation strategies through formal and informal comments.
Assess adequacy of developer verification data and provide recommendations to the GPOC for approval or disapproval with clear commentary demonstrating the logic for the recommendations.
Support Government crew members with technical support during events at the launch base, the factory, and MGS, for ascent, deployment, activation, test, and initial operations; perform anomaly assessments and to evaluate proposed resolution plans and contingency tests.
Support annual budget planning and execution reviews.
Develop and maintain productive relationships with prime contractor counterparts, functional counterparts, and other spacecraft subsystem subject matter experts.
Advise and mentor Government space vehicle systems engineering lead regarding spacecraft design elements.
Develop briefings and assessments to a variety of audiences and must be able to convey information in a clear and articulate manner to Government leadership.
Provides expert support to spacecraft procurement activities from initial concept development through on-orbit delivery of the fully activated and deployed space vehicle.
Qualifications:
Masters' degree in an engineering discipline is desired7 years spacecraft engineering experience; proven working knowledge of spacecraft design, manufacturing, integration and test processes5 years Government space acquisition experienceWorking knowledge of acquisition lifecycle requirements3 years working with NRO/SPO spacecraft procurement policies and philosophiesThorough understanding of spacecraft specifications, design processes, integration & test requirements, launch base and early orbit operations plans and proceduresThorough understanding of spacecraft systems engineering principles and subsystem design, integration, and test requirements, including test equipment supportProject management experience and a working knowledge of NRO budget and financial processesAbility to provide actionable recommendations and products for Government decision makers that reflect the best path for the SPO based on extensive spacecraft engineering experienceExcellent interpersonal, leadership, team building and problem-solving skills with a demonstrated ability to be effective in a government/contractor team environmentFamiliarity with Earned Value Measurement processesExcellent oral and written communication skillsDemonstrated sustained superior performanceAvailability to travel domesticallySecurity Clearance Requirements:

Estimated Salary: $20 to $28 per hour based on qualifications.
