Local CACI is currently looking for outstanding IT candidates to join our TSA IT Management, Performance Analysis, and Collaborative Technologies (IMPACT) team in the National Capital Region (NCR) and throughout the United States.
CACI provides a variety of IT services through IMPACT including cyber security, identity and access management, risk management, cloud integration and engineering, field support services, service desk, application deployment and optimization, and operations center support services.
CACI supports TSA in both classified and unclassified IT operational environments increasing availability and security for a variety of applications and systems.
IMPACT services integrate with the broader DHS mission and enhance existing Department-wide IT capabilities.
What You'll Get to Do:
The Program Manager will oversee, manage, and coordinate all aspects of Program Management for the TSA IMPACT program.
Duties include, but are not limited to, governance across the team of Project Managers and Deputy Leads for Information Assurance, Operations, Engineering, Mission Support and End-User Services; developing procedural governance, budgetary control and profitability; working with Delivery Managers to develop short-term and long-term strategy for the overall success of the program.
The Program Manager organizes, directs, and manages task order operation support functions, involving multiple complex and inter-related project tasks in both classified and unclassified environments.
Manages teams of task order support personnel at multiple locations.
Maintains and manages the client interface at the senior levels of the client organization.
Meets with customer and Contractor personnel to formulate and review task plans and deliverable items.
Ensures conformance with program task schedules and costs.
Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates, and oversees the successful completion of all assigned tasks.
The candidate should have both IT Operations and Business Development expertise, to include implementing business process initiatives that improve operational, contractual, and financial performance, and driving organic and new business growth.
More About the Role:
Leading the TSA IMPACT initiative in the following areas:
Provide full life cycle Program Management for >$50M / Year program.
Devise and implement strategic program initiatives.
Ensure customer satisfaction through constant customer engagement.
Ensure program conformity with contract terms and conditions.
Manage costs, budgets and re-balancing to maintain profitability targets.
Actively manage program SLAs, including risk mitigation and quality assurance activities.
Responsible and accountable for program performance.
Work closely with Product Managers on product requirements and project details, and ensure that functionality delivered matches market requirements.
Work closely with the Deputy Leads to understand project needs, risks and opportunities and ensure that feedback from internal teams and external partners is expedited.
Maintain and monitor project timelines and ensure accuracy in monthly reporting of project status, including:
definition of project timelines, securing of internal and external resources, process tracking, and risk management (prioritization, critical paths and costs).
Manage the product release process, including coordinating with across the organization to develop and launch the product.
Lead all Program Control initiatives including financial review, financial strategy, and financial forecasting requirements.
Responsible for establishment of all contractual actions, modifications, and compliance requirements.
Establish and review all statements of work, subcontract agreements, and purchase order requirements.
Resource Management:
participate in recruiting, onboarding, and security clearance requirements for key program resources.
Provides subject matter guidance to the teams handling IT operations, quality assurance, continual service improvement, resource management and program control support.
Act as technical or business program lead in the absence of those key program resources.
Knowledge and experience in managing performance of IT projects applying Agile methodology for scientific applications; ability to advise project managers in streamlining Agile practices consistent with scope and length of project to maximize productivity and conserve clients' budgets while providing the benefits of an incremental approach.
Attends meetings as required by the TSA IMPACT PM to discuss performance issues Identifies opportunities to improve performance throughout the life of the contract and monitoring the success of contract activities Shares success and opportunities to improve during various program management meetings Submits change recommendations containing the ITIL CI 7-Step Process analysis to the CSI Lead to initiate a change to IMPACT.
Submits performance metrics in the monthly status report as outlined in the PerfMP and the ProgMP Conveys the contractor performance metric data to aid in developing the rating of Team CACI's overall contract performance in CPARS Informs of major changes of assignment of resources to execute implementation Program Manager and team review contractual compliance, quality requirements, and SLR/SLA achievement Gains approval initial submissions and modifications of QASP and PerfPM when business goals, objectives, or processes change impacting TSA IMPACT Provides the QASP to enable the Government to surveil Team CACI's performance Conduct briefings upon request to upper management or TSA executive leadership as required (ie, performance metrics data, briefings) You'll Bring These
Qualifications:
US Citizenship required TS/SCI is required to begin employment and must be maintained as a requirement of continued employment An active DHS Entrance on Duty (EOD) is required to begin employment and must be maintained as a requirement of continued employment A minimum of fifteen (15) years of experience in project and program management Bachelor's degree in Program Management / IT Business / Computer Science PMI Project Management Professional (PMP) certification Proven experience with managing using DevOps concepts Exceptional technical aptitude and effective written and verbal communications skills Experience in a federal program management environment preferably in an Enterprise IT space Experience supporting large dollar value Enterprise IT and/or Network Operations programs > $50M / year Experience in a PMO or Business Management office for an IT professional services contract Clear communication, ability to be agile and prioritize demands in a fast-paced environment Driven, can do attitude and enjoys a collaborative working environment These Qualifications Would be Nice to Have:
