Summary:
LinQuest is building its team to support a new opportunity of providing System Engineers and Program Management Support to an NRO customer.
The customer is seeking new ideas and experiences to energize and accelerate both the technical and cultural adoption of digital engineering practices and model-based systems engineering (MBSE) capabilities into the full life cycle of systems delivery from ideation to retirement.
The focus of this position is to develop the necessary digital threads and digital products that implement and support instantiation of model-based acquisition across the NRO.
The individual in this role will provide SME level expertise in the creation of policy, guidance, and templates to standardize contracting language to drive the development and delivery of MBSE-based acquisition artifacts as part of program governance.
The effort is an enabler to modeling and model-based artifacts impacting all aspects of the acquisition life cycle for NRO systems development and delivery.
In addition to building the digital thread to enable development of the digital acquisition artifacts, the person in this role will work within the larger outreach and engagement efforts to drive forward the adoption of a digital acquisition approach across the NRO.
This position, as the digital acquisition evangelist, will work shoulder-to-shoulder with NRO's System Program Offices to use contracting expertise to translate MBSE and digital engineering needs into contractual language and products to deliver relevant acquisition artifacts as digital instances that fully support senior level decisions.
Key
Responsibilities:
Advise Senior-Level managers on developing templated contract language based on MBSE best practices to enable and accelerate development of digital representations of the necessary acquisition artifacts for new acquisitions.
Work on high-visibility or mission critical aspects of the transformation of the NRO into an organization that maximizes the delivery of NRO systems and capability based on the benefits and opportunities provided through digital engineering and MBSE.
Work collaboratively with the LinQuest team and ours partners to satisfy customer requirements and accelerate the modernization of the acquisition processes and governance to deliver digital artifacts, models, and other digitally enhanced acquisition capabilities to the NRO's acquisition and operational efforts.
Support identifying, building, managing, and implementing digital representations of the necessary acquisition documentation to support delivery of NRO systems.
Interface with NRO contracting and financial managers as part of building a cadre of digitally savvy program staff empowered and tooled to monitor program execution through digital engineering enhanced capabilities.
Interfacing with government and contractor points of contact in formal and informal settingsRequired Skills and
Experience:
Bachelor of Science (B.
S.
) in Engineering or a discipline within Science, Technology, or Mathematics 15
years experience Active TS/SCI with CI poly Acquisition experience - spec writing, participated in source selection, scheduling, oversight of development contractors, and close customer interaction.
Experience - NRO, Pentagon, NGA, LA USAF Base programs (MILSATCOM, SBIRS, GPS, etc.
) - large acquisition programs.
Preferred Skills and
Experience:
BS, MSE degree Program Management USG Certificate.
