IT Program Manager with Security Clearance
This is a full-time position, and requires a TS/SCI/Full Scope Polygraph ClearanceThe US government's office delivers critical needs at a fast pace to its partners, and coordinates growing out an integrated architecture that both spans across and respects needs of diverse mission areasThe Sponsor's office provides technical support and solution development expertise while seeking to leverage existing technologies using a highly skilled teamThe Sponsor is looking for experienced technical project management to support to ensure a portfolio of technical solutions are delivered and implemented consistent with the vision, on time and within budgetWORK REQUIREMENTSo The Candidate shall perform all aspects of project management including project initiation, creation of project plan and schedule, conduct Technical Exchange Meetings (TEM), assemble clear documentation, and interact with stakeholders.
o The Candidate shall perform overall management of the specific technical (often software-development focused) projects and ensuring that the solutions and schedules are implemented in a timely manner, that risks or opportunities are identified early, and that issues are tackled efficiently.
o The Candidate shall work with all levels of management, Sponsor's divisions and branches, facilities, and service providers to define and accurately and proactively capture requirements.
o The Candidate shall develop schedules and plans incorporating risk and opportunity management.
o The Candidate shall develop security related documentation.
o The Candidate shall manage projects from initiation to completion.
o The Candidate shall lead, monitor, and track IT projects using Sponsor's tools including but not limited to MS Project, Confluence, and JIRA.
o The Candidate shall create quad charts and presentations, capture meeting minutes, conduct control gates, brief project status, and keep senior management apprised of project statusREQUIRED SKILLS AND DEMONSTRATED EXPERIENCE The Candidate shall have the following required skills, certifications and demonstrated
Experience:
o Demonstrated experience gathering and developing business requirements, and visualizing content that would provide an enhanced understanding of the information.
o Demonstrated experience utilizing Agile methodologies to improve management of requirements and delivery of functions.
o Demonstrated experience managing and integrating across multiple high priority projects with competing priorities as well as common or overlapping needs.
o Demonstrated experience managing the full project lifecycle for software and network projects using Project Management Principles (PMP), to include managing day-to-day activities, identifying dependencies and blockers, developing project timelines, presentations, deliverables, PMPs, and risk management plansThis includes briefing project schedule, status, quad charts, and deliverables at project control gates and to leadership.
o Demonstrated experience identifying allocated resources, and anticipating over- and under- resources allocations.
o Demonstrated experience balancing project schedules.
o Demonstrated experience collaborating within project team and across organizations on critical tasks.
o Demonstrated experience de-conflicting project resources and other dependencies and elevating when appropriate.
o Demonstrated experience in SharePointo Demonstrated experience (high proficiency) in MS Project.
o Certifications:
o Project Management Professional (PMP) HIGHLY DESIRED SKILLS AND DEMONSTRACTED EXPERIENCE Skills and demonstrated experiences that are highly desired but not required to perform the work include:
o Demonstrated experience working with teams to include excellent oral and written communication skills.
o Demonstrated experience working in the Sponsor's workspace and with sponsor processes.
o Demonstrated experience working in Sponsor community supporting Sponsor's mission requirements.
o Demonstrated experience with leading rapid development IT projects to include but not limited to software development, network, and development of applications in cloud environment utilizing Project Management Framework (PMF).
o Demonstrated experience with leadership skills and support team members to achieve success.
o Certifications:
