Noblis ESI, LLC (formerly ElanTech Systems, Inc.) was originally founded in 2001 under the name ElanTech, Inc., and subsequently was incorporated in 2009 as an Organizational Conflict of Interest (OCI) free Government prime contractor to solely provide Systems Engineering and Technical Assistance (SETA) support through its C4ISR Government Services Division. Noblis ESI's subject matter expertise of acquisition policy and process, systems engineering best practices, experience managing efforts utilizing Agile Development project management techniques, and in-depth knowledge of the C4ISR functional domains, have proven critical to the Government's success on many different programs.
Noblis ESI's technical support to Intelligence Community (IC) and DoD customers includes the full product development and delivery life cycle from research and development and systems engineering to verification testing, delivery, and initial sustainment of critical C4ISR information technology systems. These specialized data processing, exploitation and dissemination systems run the gamut from major acquisition programs to quick reaction capabilities delivered directly to operational customers. Noblis ESI personnel are well trained, motivated to succeed, and considered experts in the classic intelligence domains including GEOINT and SIGINT. Noblis ESI leverages its skill sets and unique customer relationships to cross traditional intelligence domain boundaries to support development of Multi-INT applications and systems.
Responsibilities:
Manage all aspects of information (INFOSEC) and communications security (COMSEC) programs
Info Security Documentation: Joint/Co-use agreements, ICD-503 Documentation (e.g. SSP), Interconnection Security Agreements
Manage COMSEC accounts and Documentation
Accredit and certify aircraft and ground IT systems IAW DCID 6/3 or ICD 503 requirements
Review system design change for security impacts
In-house Software/Hardware testing
Software/Hardware/Comm procurement
Oversees contractor's IA/C&A; processes to ensure compliance with contract requirements; provides appropriate Award Fee inputs to PM
Program Security Officer supports above and performs below:
Perform Document Security reviews ISO file transfers, pre-publishing reviews, etc
Security Classification Guide approval/update
Write and gain approval from cognizant security authorities for OPSEC plans and Security CONOPS
Develop and monitor security classification guidance and personnel and system security protection plans
Site Security Reviews
Personnel Security (passes clearances, courier letters, threat briefs)
Oversees contractor's security processes to ensure compliance with contract requirements; provides appropriate Award Fee inputs to PM
Qualifications:
Bachelors'' of Science degree or equivalent and a minimum of 12 years of technical experience. 6 years of additional experience will be considered in lieu of a Bachelors'' degree.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
