This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-13 level. The selectee''s salary will be set within the grade equivalent to a GS/GG grade based on the selectee''s qualifications in relation to the job.

_DUTIES_ :
Responsible for providing technical analysis of key engineering solutions under study in ASO. Make recommendations to ASO senior management on research strategies and direction to enable future advanced collection systems and architectures.
Develop and understand future user mission needs, understanding the technical trade space, vetting cost estimates, and the ability to prioritize possible solutions.
Responsible for conducting studies to assess preliminary performance, feasibility, utility, cost, and other key parameters of system and architectural concepts. Be able to identify key capability or technology gaps that must be filled in order to enable an architectural vision.
Required to monitor the NRO Technology Enterprise Research and Development (R&D;) portfolio for key technologies which could be brought to bear on unmet intelligence needs and potential insertion into future NRO architectures.
Responsible for building collaborative relationships across the Intelligence Community in order to develop integrated plans for ASO and the NRO, as well as interfacing with industry, academia, external agencies and mission partners on relevant R&D; issues.

BASIC REQUIREMENTS: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, written test, specified academic courses or related curriculum.

Extensive knowledge or experience with the capabilities and technical composition of the major elements in overhead collection systems. Familiarity and experience with one or more of the following: telecommunications systems, radio frequency engineering, optics and electro optical sensors, power systems, and/or aerospace engineering. Broad knowledge of community overhead collection systems. Strong communication skills. Experience managing Research and Development efforts and transition to program acquisition. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

_ADDITIONAL CONDITIONS OF EMPLOYMENT_ :
1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
2. Drug Testing: This position has beendesignated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
