Responsibilities:
Provides Systems Engineering Subject Matter Expertise (SME) to the formulation of Enterprise, Mission, and Business Infrastructure Technology (IT) policies, directives, and instructions to govern the successful execution of the mission of agency Infrastructure Service Providers (ISPs) and multiple Application Service Providers (ASPs) and application stakeholders. Duties include:
Providing the SE perspective to ensure IT enterprise goals and objectives are actionable and measurable to achieve policies and guidance compliant with Clinger Cohen Act and federal IT standards
Advising and developing technical performance measures and prepares analysis of alternatives and assessments of current and planned products and processes based on analytical methods such as research, analysis, and value stream mapping.
Participating in gate reviews of components (hardware and software) and services being delivered to ensure applicability to support system closure and traceability to functional requirements allocated to the directorate from the enterprise.
Gathering information, evaluating requirements and assisting acquisitions needing to develop standards profiles and acquisition packages to support IC and agency policies and acquisition RFPs.
Reviewing organizational plans/processes/procedures to ensure they verify/validate the requirements and meet customer expectations.
Producing high-quality papers, presentations, recommendations, and findings for senior US government intelligence officials.
Qualifications:
TS SCI with Poly
Requires 12
years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD in a technical discipline.
Strong experience with acquisition management, systems engineering and/or project management desired
Experience supporting IT domain, cloud computing or IC desired
IT Infrastructure Library (ITIL) Service Management Foundations certification and experience with IT best practices required
Scaled Agile Framework certification or experience with agile practices desired
Strong attention to detail and organizational skills. Excellent written and oral communications skills with experience interacting and supporting senior Government executives
