ACQUISITION PROGRAM MANAGER

The NRO will make selections at the GG-14 level for this position FOR CURRENT CIVILIAN FEDERAL EMPLOYEES APPLYING PLEASE SEE THE QUALIFICATIONS SECTION BELOW. As a ACQUISITION PROGRAM MANAGER you will be responsible for the following duties:
Manages day-to-day activities of a unit by prioritizing workloads and maintaining suspense tasking accountability. Serves as senior program representative at high-level conferences and meetings with representatives from Department of Defense (DoD), other Intelligence Community (IC) partners, military services and agencies, and private industry. Utilizes laws, principles, policies, and practices of systems acquisition and program management. Monitors contract progress and expenditures against plans, provides necessary statistical data to management and provides strong oversight, guidance, direction, and leadership for teams of acquisition professionals to include military, civil service, SETA and FFRDC contractors developing and implementing NRO project/program requirements. Creates budget estimates based on sound requirements generation required for budget development. Manages and assesses progress in assigned projects/programs, including cost, schedule, and performance supporting baseline requirements, by applying program management methods and procedures. Develops, executes, and monitors risk management strategies to address areas of concern or potential gaps . Provides authoritative recommendations, briefings, and other formal and informal feedback and status to management on all aspects of program status, contractor technical performance and for all significant decision points. Secures classified information in accordance with E.O. 13526 . This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GS/GG-14. The NRO is accepting applications from US Citizens and current GS/GG-14, or equivalent level civilian Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-14, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW DoDI 1400.25 Volume 2006. This position has a Basic Requirement for the Defense Acquisition Corp (DAC) DAWIA certification:
bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following disciplines:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. Knowledgeable in applying rules, regulations, policies, principles and practices of a human resource management Division Chief. Utilizes business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Understanding of the missions, roles, functions, organizational structures, and operations, which govern, interface with and/or influence the systems acquisition process and integrated life cycle management in support of the launch management mission. Exhibits qualities of strong leadership, team management and interpersonal skills and ability to work in a fast-pace, multi-task agency environment while organizing work, setting priorities, and determining resource requirements. Experienced with laws, principles, policies, and practices of system acquisition and human resource program management. Ability to provide technical leadership on enterprise services projects that require group efforts. Specifically you will be evaluated on the following competencies:

THIS IS A CRITICAL ACQUISITION POSITION (CAP). Unless specifically waived by the appropriate Component official (i.e. the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary) or if the employee is grandfathered under 10 U.S.C. 1736 (c) (1), the following are statutorily mandated requirements (Reference:

Civilian employee certified at DAWIA Level II or above in an Acquisition Career Field.
Experience:
4 years of service in an Acquisition Workforce (AWF) position either in DoD or a comparable position in industry or Government. Education:
Baccalaureate degree from an accredited educational institution, and One of the following:
24 semester credit hours from among the following disciplines:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. 24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above in italics. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements. 24 semester credit hours in the person's career field and training equivalent to 12 semester credit hours in the disciplines listed above in italics. Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. Employee is expected to meet Continuing Acquisition Education requirements.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
