SUPV IT SPECIALIST (Deputy Chief, IT Procurement, Logistics and Software)

The NRO will make selections at the GG-14 level for this position. FOR CURRENT CIVILIAN FEDERAL EMPLOYEES APPLYING PLEASE SEE THE QUALIFICATIONS SECTION BELOW. As a SUPV IT SPECIALIST (Deputy Chief, IT Procurement, Logistics and Software) you will be responsible for the following duties:
Serves as Deputy Chief providing leadership and management for the IT Procurement, Logistics and Software. Collaborates with other senior officers internal and external to the COMM Directorate to implement quality improvements and responses to concerns with regulatory and security compliance and/or with customer requirements. Responsible for assisting with the formulation and execution of the IPLS budget, and strategic planning guidance. Keeps abreast of legal and regulatory changes and provides guidance on implementation and utilization of NRO/DoD/IC procurement policies and procedures for NRO procurement personnel, and for IT procurement. Ensures compliance with Acquisition and Appropriations Law, applicable regulations, and adherence to software vendor terms and conditions. Responsible for acquisition, cost, schedule and performance of NRO Enterprise License Agreements (ELAs).Serves as a Contracting Officer Technical Representative (COTR) for the IC, and NRO-wide Enterprise License Agreements. Communicates with various software vendors to conduct trend analyses and market research to support senior leadership informational needs and decision-making, and to advise Program Managers and Contracting Officers on best property accountability methods. Coordinates, and oversees a team of assigned military, and contractor staff to ensure compliance of DoD, DNI, NRO Directorate & Offices (Ds&Os) policies, procedures, and directives relative to the performance of work effort and the internal administration and management of tasks for a myriad of multifunctional logistics disciplines. Assesses and analyzes both IC and NRO Software Asset Management decisions, providing recommendations and taking action based on findings. This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-14. The NRO is accepting applications from both Non-Federal Government and current GS/GG-14 Federal Government employees for this position. Federal government employees, who are currently at a GS/GG/14, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW DoDI 1400.25 Volume 2006. This position has a Basic Requirement for the 2210 series:

Specialized experience required for this position is for the GG-14:
Applies interrelationships of multiple IT specialties; new IT developments and applications; emerging technologies and their applications to business processes (e.g. Host IT systems such as cloud environments). Applies IT security concepts, standards, and methods, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Applies project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements. Applies principles, methodologies and practices of computer/application systems development life cycle methodologies in order to advise on the planning, design, development, testing and enforcing relevant standards in the systems development process and the focus of Federal standards initiatives. Ensures the integration of IT programs and services; and develops solutions to integration/interoperability issues; designs, develops, and manages systems that meet current and future business requirements and applies and extends, enhances, or optimizes the existing architecture. Communicates complex technical requirements to non-technical personnel; and prepare and present briefings to senior management officials on complex/controversial issues. Desired, but not required, applicant with experience in the following:

The check will bounce and the victim is left responsible.
