ACQUISITION PROJECT MANAGER

The NRO will make selections at the GG-13 level for this position. FOR CURRENT CIVILIAN FEDERAL EMPLOYEES APPLYING PLEASE SEE THE QUALIFICATIONS SECTION BELOW. As a ACQUISITION PROJECT MANAGER you will be responsible for the following duties:
Manages and assesses progress in assigned projects/programs, including cost, schedule, and performance supporting baseline requirements, by applying program management methods and procedures. Develops, executes, and monitors risk management strategies to address areas of concern or potential gaps. Provides input in source selection and assess contractor performance during all acquisition phases, including operations. Plans, organizes, and coordinates activities with functional specialist, including contracting, engineering, manufacturing, program control, configuration/data management, test, logistics and operations support. Continually studies, reviews and evaluates program. Works closely and substantially with program Contracting Officer's Technical Representatives (COTRs) and prime contractors to provide leadership and ensure program objectives are achieved within stringent cost, schedule, and technical performance requirements. Provides authoritative recommendations, briefings, and other formal and informal feedback and status to management on all aspects of program status, contractor technical performance and for all significant decision points. Secures classified information in accordance with E. 0. 13526. This position is a Full Performance Level DCIPS position. DCIPS Full Performance include GS/GG-13. The NRO is only accepting applications from both Federal Government employees and non-Federal Government employees for this position. Federal government employees, who currently are GS/GG-13, or equivalent, may only apply for lateral reassignment at their current grade level and step. Utilizes laws, principles, and practices of systems acquisition, program management and systems engineering principles. Knowledgeable of business, software development management, contracting (COTR's) procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Understanding of DoD and IC missions, roles, functions, organizational structures, and operations, which govern and interface with and or/influence the system acquisition process and integrated life cycle management. Performed cost benefits analysis to analyze and study current and desired SIGINT systems and provide recommendations. Ability to plan, organize, and manage critical aspects of research and development of Intelligence, Surveillance, and Reconnaissance (ISR) subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. Ability to provide technical leadership on enterprise services projects that require group efforts. Applies theories into technical solutions and knowledgeable of systems analysis and design methodologies. Specifically you will be evaluated on the following competencies:

Acquisition Category A (Program Management) Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 Continuous Learning (CL) Points every 24 months via the services acquisition management system. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
