PERSONNEL SECURITY SPECIALIST (ADJUDICATION)

The NRO will make selections at the GG-12 level for this position SEE QUALIFICATIONS SECTION BELOW FOR ADDITIONAL INFORMATION As a PERSONNEL SECURITY SPECIALIST (ADJUDICATION) you will be responsible for the following duties:
Implements investigative and interviewing techniques to be able to effectively conduct basic CI and Security inquiries. Employee is responsible for analyzing investigative results, providing formal presentations (written and oral) and conducting personal interviews. Employee makes security clearance SCI eligibility determinations using the Security Executive Agent Directive 4 (SEAD 4) guidelines. Utilizes knowledge of regulations, experience gained to gather all pertinent data required to substantiate, disprove, and/or adjudicate significant derogatory information. Derogatory information revealed is reviewed for security significance, and compared to precedent setting cases to determine a recommendation to continue or suspend access. Final reports are prepared for the Director's signature, furnishing advice of revocation or reinstatement of access. Recognizes Personnel Security related issues that are of a counterintelligence interest, as well as the protection of the associated Personnel Identifiable Information (PII). Provides security guidance, direct support, and technical assistance in all matters relating to DOD and NRO Personnel Security and Security for Special Access Programs. Initiates, prepares, researches, staffs, reviews and finalizes for publication, internal and external SOPs, policies, regulations, supplements, instructions, and forms to enhance the programs. Uses judgement and knowledge of regulations to determine appropriate course of action when significant derogatory information is developed and recommends and coordinates suspension of access as required. Develops, outlines, prepares, schedules, and presents security briefings. This position is a Full Performance level DCIPS position. The NRO is accepting applications from both Federal Government employees and non-federal government employees for this position. Federal Government employees, who currently are GS/GG-12, or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW DoDI 1400.25 Volume 2006. DCIPS Term Appointments (DTAs) may be made noncompetitively from any source for an initial period of at least 1 year and 1 day, but not more than 8 years. These appointment must have a pre-determined end date and may be extended after the initial period in up to 1-year increments for up to a total of 8 years. Applies personnel security principles and methods to process initial clearances, periodic re-investigation and clearance upgrades/downgrades and to complete the adjudication and appeals processes. Evaluates internal and external security clearance requests and ensures applicants' action are consistent with regulatory requirements. Analyzes and reports on clearance and appeals findings to senior officials and makes appropriate notifications. Understanding of security clearance investigative principles, procedures and guidelines in order to make determinations on eligibility to access classified information and to define and counter the different threats (e.g., terrorism, sabotage, espionage, subversion, etc.) facing operations. Demonstrated ability to apply techniques of debriefing, interviewing, elicitation, and /or interrogation in a systematic manner through direct and indirect questioning to obtain information of security, counter intelligence, and/or intelligence value. Reviews data to determine compliance with laws, regulations and policies. Draws conclusions as appropriate. Specifically you will be evaluated on the following competencies:
Organizational Awareness Personnel and Security Communication This is a TERM appointment not-to-exceed 8 years. This appointment is a one year term appointment and may be extended up to 4 years. Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 5). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 5 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
