SUPERVISORY BUDGET ANALYST

As a SUPERVISORY BUDGET ANALYST you will be responsible for the following duties:
Serves as the Supervisory Budget analyst in the National Reconnaissance Office (NRO)-Business Plans & Operations Directorate (BPO) providing oversight to all Directorate and/or Program Offices funds and financial personnel, to ensure the efficient, effective and proper resource and financial management required to support Major Systems Acquisitions (MSAs) and/or programs and operations. Participates in all senior level resource allocations and decision-making forums affecting the organization. Reviews and approves budget estimates and submissions for new or existing initiatives and reviews Independent Cost Estimates for consistency, methodology and credibility. Provides final technical review and editing of the Intelligence Program Budget submission, congressional Budget Justification Book, Intelligence Program Objective Memorandum and Congressional Justification Book draft materials, closing gaps and resolving discrepancies prior to submission for the Director approval. Coordinates with Congress and prepares budget defense memorandum to reclama potential Congressional reductions. Identifies and follows key Legislative and Executive Branch actions affecting Directorate and/or Program Offices resources; assessing the impact of Congressional legislation on the Directorates programs and strategies. Develops and assists with the administration and execution of the Directorates Management Control Program as mandated by the Federal Managers Financial Integrity Act. Participates with and makes recommendations to Directorate and/ or Program Offices, and BPO senior leadership on programmatic resource plans and allocations. Represents the Directorate and/or Program Office on all financial management issues and develops and maintains effective working relationships with NRO Program Office Directors, the Directorates Director; other government agencies, the Office of Management and Budget 9OMB), Director of the National Intelligence (DNI), Office of the Under Secretary of Defense of Intelligence (OUSD(I)), and corporate executives from companies contracting with the NRO. Reviews and assesses costs and scheduled performance of NRO acquisition and operations programs. Utilizes performance management tools, techniques such as Earned Value Management, Cost Performance Reports (CPRs), Contract Funds Status Reports (CFSRs) and Integrated Master Schedule (IMS), and interacts with and oversees subordinate staff interactions with System Program Managers (Director Level), Vice Presidents and their staffs in private industry to ensure support for analysis and issue resolution of contract financial and contract/engineering changes. Resolves complex problems, discrepancies, and errors in financial data and/or finance systems; and approves corrective actions to ensure data integrity. Performs supervisory personnel management responsibilities for all Directorate and/or program management Budget Analyst staffs. Assesses and revises policies and procedures as needed to find ways to improve quality, timelines, and efficiency of work and to promote an environment in which employees are empowered to participate and contribute to effective mission accomplishment. This position is an Expert level DCIPS position. The NRO is accepting applications from U.S. Citizens and Current federal civilian government employees for this position. Federal government employees, who currently are a GS/GG-15, or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW DoDI 1400.25 Volume 2006. This position has a Basic Requirement for the Defense Acquisition Corp (DAC) DAWIA certification:
Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following disciplines:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. NOTE:

Complete understanding of management and organizational principles, practices, regulations, laws, methods and techniques for planning, programming, operation and execution in organizational structure and program adjustment. Demonstrated ability to analyze difficult organizational issues and problems involving organizational budgeting operations. Ability to develop, prepare, and/or recommend new or revised local-level directives, policies, and to implement specific instructions. Provide management oversight and direction with space and ground budgeting in the Intelligence Community. Seeks, collects, and synthesizes information from a variety of stakeholders and sources in order to reach a conclusion, goal, or judgment to enable strategic and leadership decision making. Gathers, assembles, and analyzes data to prepare financial cost estimates, develop alternatives and funding requirements, and make recommendations to resolve financial/funding problems. Specifically you will be evaluated on the following competencies:

Selectees are allotted 2 years in which to achieve DAWIA Category K (Business, Cost Estimating, and Financial Management) Certification Level III requirements in accordance with the 1990 Defense Acquisition Workforce Improvement Act. Certification is the procedure through which a military service or DoD Component determines that an employee meets the education, training, and experience standards required for a career level in any acquisition, technology, and logistics CRITICAL ACQUISITION POSITION (CAP):
This is a Critical Acquisition Position. Unless specifically waived by the appropriate Component official, (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the Employee is grandfathered under IO U.S.C. 1736 ( 1 ), the following are statutorily mandated requirements (Reference:
10 U.S.C. 1733 and 1737):
Selectee must be a member of Defense Acquisition Corps (DAC) at the time of appointment. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment. Employee is expected to meet Continuing Acquisition Education requirements. DAC Requirements:

Civilian employee certified at DAWIA level III or above in an Acquisition Career Field.
Experience:
4 years of service in an Acquisition Workforce (AWF) position either in DoD or a comparable position in industry or Government. Education:
Baccalaureate degree from an accredited educational institution, and one of the following:
24 semester credit hours from among the following disciplines:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. 24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above in italics. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements. 24 semester credit hours in the person's career field and training equivalent to 12 semester credit hours in the disciples listed above. Employee must execute, as a condition of employment, a written tenure agreement to remain in this position for at least three years. This position requires DoD Financial Management Level III certification. Employees are allotted 24 months in which to achieve the Financial Management certification requirements in accordance with DoD Directive 5118.03 and section 1599d of Title 10, United States Code. Once certified, members of the Financial Management workforce have a continuing requirement for professional education and training in order to maintain and improve their Financial Management proficiency and skills.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
