PROGRAM MANAGER

The NRO will make selections at the GG-14 level for this position FOR CURRENT CIVILIAN FEDERAL EMPLOYEES APPLYING PLEASE SEE THE QUALIFICATIONS SECTION BELOW. As a PROGRAM MANAGER you will be responsible for the following duties:
Independently initiates, leads, manages, plans, implements and/or oversees large single projects or several small projects with moderate to high complexity and risk tolerance coordinating activities. Lead projects using various Life Cycle Development Methodologies. Manage finance related projects that will involve complex considerations of risk tolerance throughout the life of a project and manage impacts to parallel tasks, multiple dependencies and interfaces to existing NRO and IC systems. Engages and collaborates across the Directorates and Offices (D's and O's) to ensures understanding of business needs and processes, to formulate improved business solutions for the enterprise. Oversees major project and program decisions that affect long-range courses of action of critical importance. Provides leadership in establishing management processes and a work environment conducive to effective utilization of personnel and financial resources in the planning, engineering, and construction of life cycle projects. Assists in strategic planning and determination of present and future requirements relative to organizational workload requirements; re-engineered business processes and future mission requirements; changes to governing regulations; and problems having a variety of program management impacts on the readiness and sustaining capability of the organization. Participates in the resolution of complex resource allocations; performing in-depth, rigorous analysis of program, technical, and budget trade-offs and explores alternatives. Analyzes information requirements to develop program and administrative reporting systems to include systems specifications; data gathering and analytical techniques; and systems evaluation methodology. This position is a Senior level DCIPS position. DCIPS Senior level positions include GG-14. The NRO is accepting applications from U.S. Citizens and Current GS/GG-14 orequivalent Federal Government employees for this position, Federal government employees, who are currently at a GS/GG-14, or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Knowledge of the principles and theories of strategic planning, program assessment, Financial Information Systems management and processes aligned organization models. Skill in applying analytical ability to resolve unique or novel problems, conditions, or issues; or to significantly alter standard practices, equipment, devices, processes, and known techniques. Range of policies, regulations and applicable precedents affecting the use of IC Financial System program and related support resources including knowledge of Ds&Os mission and program goals and objectives, work processes, and administrative operations. Effectively planning, organizing and directing the work of government and contractor personnel; building and participating effectively in integrated, interdisciplinary teams. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
