PERSONNEL SECURITY SPECIALIST (ADJUDICATION)

The NRO will make selections at the GG-13 level for this position FOR CURRENT CIVILIAN FEDERAL EMPLOYEES APPLYING PLEASE SEE THE QUALIFICATIONS SECTION BELOW. As a PERSONNEL SECURITY SPECIALIST (ADJUDICATION) you will be responsible for the following duties:
Provides an analytical decision point regarding requesting individuals' access and prepares detailed narratives and/or briefings to include professional recommendations and risk identification based on information gathered from personnel security files, security logs, and data supporting the counterintelligence mission. Employee makes security clearance SCI eligibility determinations using the Security Executive Agent Directive 4 (SEAD 4) guidelines. Implements extensive investigative and interviewing techniques and expertise in adjudication procedures in order to effectively conduct complex CI and Security inquiries. Analyze complex records, security files, datasets, reports and investigations to determine access and eligibility to NRO systems; while conducting vetting, make sound and professional referrals to management for internal coordination. Writes concise and cohesive reports and continuously reviewing referrals and dispositions made within the organization. Employee is responsible for analyzing investigative results, providing formal presentations (written and oral) and conducting personal interviews. Utilizes extensive knowledge of regulations, experience gained to gather all pertinent data required to substantiate, disprove, and/or adjudicate significant derogatory information. Recognizes Personnel Security related issues that are of a counterintelligence interest, as well as the protection of the associated Personnel Identifiable Information (PII). Provides security guidance, direct support, and technical assistance in all matters relating to DOD and NRO Personnel Security and Security for Special Access Programs. Secures classified information in accordance with E.O. 13526. This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-13. The NRO is accepting applications from U.S. Citizens and current GS/GG-13 Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-13 or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step. Applies personnel security principles and methods to process initial clearances, periodic re-investigation and clearance upgrades/downgrades and to complete the adjudication and appeals processes. Understanding of security clearance investigative principles, procedures and guidelines in order to make determinations on eligibility to access classified information and to define and counter the different threats (e.g., terrorism, sabotage, espionage, subversion, etc.) facing operations. Mastery of procedures involved on conducting TS/SCI security clearance background investigations (SSBI/SBPR). Knowledgeable of a great variety of security equipment, devices, procedures, and other protective approaches for facilities, personnel, physical, and information to plan, implement, or ensure protective methods and procedures are accomplished in an efficient, cost effective manner. Demonstrated ability to interpret, develop and present security policy and implementing instructions and provide authoritative interpretation and guidance to management officials. Ability to analyze, conduct research, solve complex problems and provide innovative solutions to the security adjudication process Specifically you will be evaluated on the following competencies:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
