TECHNICAL ANALYST

The NRO will make selections at the GG-14 level for this position. FOR CURRENT CIVILIAN FEDERAL EMPLOYEES APPLYING PLEASE SEE THE QUALIFICATIONS SECTION BELOW. As a TECHNICAL ANALYST you will be responsible for the following duties:
Serve as a Cost Analysis expert within the NRO Business Plans and Operations (BPO) Cost and Acquisition Assessment Group (CAAG) office. Responsible for effectuating analyses to provide greater insights into both the resources expended for the NRO's complex systems and services acquisitions as well as the resources utilized by NRO as an organization. Lead the preparation and review of wide-ranging cost analyses supporting D/NRO, PDD/DNRO and/or D/BPO requests. Conduct cost and financial analysis activities including, but not limited to the preparation and review of independent cost estimates and analysis of NRO's systems and trade studies in support of future strategic architectures for NRO systems. Briefs senior management through each project development cycle. Maintains interactions with contractor personnel to evaluate and correct development activities or provide technical and managerial consultations to team managers when problem areas arise. Prepares, provides, and evaluates quantitative analysis in the development of cost, performance, and effectiveness assessments of resource at the various states of planning, designing, manufacturing and operations of programs, applying an in-depth knowledge of analytic theories and practices. Develops and modifies analytic models and methods to meet the requirements of cost, performance, and effectiveness studies, variance analyses. Conducts extensive systematic exploration of problems of an unprecedented nature. Responsible for unique, very difficult to define tasks requiring unconventional approaches and the application and adaptation of sophisticated analytical techniques. Performs investigative studies involving the development or application of methodologies, which extend beyond the present state of the art or involve and require highly superior analysis products. Plans, arranges, and manages data collection and preliminary analysis. Plans and performs investigations to develop new methods and means of validating findings. This position is a Senior level DCIPS position. The NRO is only accepting applications from U.S. Citizens and Current GS/GG-14, or equivalent civilian Federal Government employees for this position. Federal Government employees, who currently are GS/GG-14, or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW DoDI 1400.25 Volume 2006. This position has a Basic Requirement for the 0801/1301/1501 series:
Degree:
Professional Engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Evaluate key technical and performance characteristics of complex satellite systems, to include satellite and ground system components, as they relate to cost. Expertise in cost estimating/analysis of major acquisition programs. Initiate the planning and execution of all cost and alternate analyses supporting the evaluation of changes/trades to current/future enterprise architecture. Serve as a senior technical representative at high-level conferences and meetings in connection with cost estimating capabilities. Specifically you will be evaluated on the following competencies:

Acquisition Category S (Systems Planning, Research, Development, and Engineering) or Category K (Business, Cost Estimating, and Financial Management) or Category T (Test and Evaluation Engineering) Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
