COMMUNICATIONS STRATEGY PROGRAM MANAGER (SPEECH WRITER)

The NRO will make selections at the GG-14 level for this position FOR CURRENT CIVILIAN FEDERAL EMPLOYEES APPLYING PLEASE SEE THE QUALIFICATIONS SECTION BELOW. As a COMMUNICATIONS STRATEGY PROGRAM MANAGER (SPEECH WRITER) you will be responsible for the following duties:
Develops and designs communication strategies and objectives for NRO that promote international, national, regional, and local understanding and acceptance of the people, mission, culture, and contributions of the NRO. Identify, develop and apply a range of analytical tools to evaluate communication efforts across the spectrum of outreach and communication mediums and provide options for increasing program effectiveness. Applies mastery of communication principles, methods, practices and techniques, and analytical methods to developed new methods and approaches in planning, integrating, and evaluating the communications program. Advises top management officials on aspects of the communication program, recommending strategies for aspects of the NRO's program, and establishing standards for the development and evaluation of communications and outreach activities. Uses a wide range of qualitative and quantitative analytical and evaluative methods and techniques to identify and advise on communications. Comprehensive skill in analyzing external and internal reactions to speeches and other senior leadership communications. Endures campaigns with worldwide scope, editorial boards, interviews, demonstrations, and media background briefings. Develops and designs communication strategies and objectives for NRO that promote international, national, regional, and local understanding and acceptance of the people, mission, culture, and contributions of the NRO. Prepares responses to a variety of complex, controversial, and/or sensitive issues, ensuring completeness and accuracy, proper tone and format, and technical terminology appropriate for the intended audience. Integrate inputs from multiple sources to develop communications products to the public or specialized target groups. This position is a Senior level DCIPS position. DCIPS Senior level positions include GG-14. The NRO is accepting applications from U.S. Citizens and Current GS/GG-14 orequivalent Federal Government employees for this position, Federal government employees, who are currently at a GS/GG-14, or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW DoDI 1400.25 Volume 2006. Ideates, writes, edits and proofreads copies for a full spectrum of communications including speeches, emails, official correspondence, digital advertisements, brochures, and web content. Writes speeches and talking points for the Director and agency leadership for events big and small, anchored in established message framework. Composes messages to staff, partners, and external audiences that provide timely, relevant information while building connections. Independently drafts copies for owned, earned and paid digital channels. Actively seeks out stories that demonstrate the important role of our mission using research skills and relationship building. Specifically you will be evaluated on the following competencies:

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
