OPERATIONS RESEARCH ANALYST (COST LEAD)

As an OPERATIONS RESEARCH ANALYST (COST LEAD) you will be responsible for the following duties:
Prepares, provides, and evaluates quantitative analysis in the development of cost, performance, and effectiveness assessments of resources at the various stages of planning, designing, manufacturing, and operations of programs, applying an in-depth knowledge of analytic theories and practices. Develops and modifies analytic models and methods and methods to meet the requirements of cost, performance, and effectiveness studies, variance analyses. Develops and improves relationships and techniques relating to assessing cost, performance, and effectiveness of systems or architectures. Gathers historical cost, performance, and effectiveness data and establishes relationships between system characteristics and design criteria. Determines variables that drive cost, performance and effectiveness and derives mathematical expressions which best characterize interrelationships. Coordinates assigned projects with engineers from the NROS functional support technology Directorates & Offices. Assures the technical and other functional data is correct and relates to the quantitative processes being used. Maintains liaison with various technology offices and project management, and answers technical questions related to preparation of estimates. Conducts extensive systematic exploration of problems of an unprecedented nature. Conduct's analysis of alternatives and presents trend analysis data ascertaining potential problem areas. Identifies areas for analysis that have not been previously susceptible of analysis by the operations research approach. Defines the problems involved, formulates concepts in addressing these problems, and reviews and evaluates the final outcome of the study. Identifies and clarifies major factors and issues of the study. Responsible for unique, very difficult to define tasks requiring unconventional approaches and the application and adaptation of sophisticated analytical techniques. Initiates and conducts complete analytical studies involving broad and varied subject matters in the areas of concept exploration and requirements determination. Develops new methods for identifying, analyzing, and forecasting workload, and serves as functional expert for the description, design, development, and fielding of management information systems used for workload reporting and forecasting. This position is a Full Performance/Senior Level DCIPS position. DCIPS Full Performance/Senior level positions include GS/GG-14. The NRO is accepting applications from both Federal Government employees and non-Federal Government employees for this position. Federal government employees, who currently are GS/GG-14 or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Those selected at GS/GG-14 grade level may be considered for future competitive promotion under the NRO internal promotion evaluation process. Degree:
in operations research OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, OR subject-matter courses requiring substantial competence in college-level mathematics or statistics. For the GG-14 Analyzes the overall planning, programming, budgeting and execution process of Intelligence Community (IC) budget practices. Administers the concepts, principles, and theories of cost estimating and cost analysis to satellite/space systems engineering development projects. Applies Knowledge of DoD acquisition and life cycle management policies, procedures, and practices to systems engineering programs. Utilizes Excel for complex mathematical, statistical, information handling and other operations research techniques in order to analyze resource requirements for budgeting and execution processes. Leads a diverse workforce of government, military, contracting, and engineers within the Intelligence community to ensure cost, schedule and performance. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
