OPERATIONS RESEARCH ANALYST (COST LEAD)

As an OPERATIONS RESEARCH ANALYST (COST LEAD) you will be responsible for the following duties:
Serve as a Cost Team Lead responsible for effectuating analyses to provide greater insights into both the resources expended for the National Reconnaissance Office's (NRO's) complex systems and services acquisitions as well as the resources utilized by NRO as an organization. Lead the preparation and review of wide-ranging cost analyses supporting Director (D/NRO) Principle Deputy Director of NRO (PDD/DNRO) and/or Director of Business Plans and Operations (D/BPO) requests. Conduct cost and financial analysis activities including, but not limited to the preparation and review of independent cost estimates and analysis of NRO's systems and trade studies in support of future strategic architectures for NRO systems. Explain, defend, and brief results to senior NRO management and external organizations. Manage and develop CAAG staff and assist the Director in strategic planning. Collect cost and technical data on all NRO and non-NRO related resources and develop and/or enhance estimating and analysis methods to better predict the cost of current and future enterprise resources. Represent the NRO CAAG at meetings with other NRO organizations and other government agencies in matters pertaining to enterprise systems cost and related decisions. Lead the analysis of the cost of current/alternative acquisition programs in support of studies assessing changes to NRO's current/planned enterprise architecture.- Lead the analysis of the cost of major NRO acquisition programs in support of selected independent cost estimates, cost-effectiveness studies, and program budget estimates. Perform statistical analysis of the cost of NRO systems, where only preliminary designs and limited technical or financial data is available. Examine and select appropriate cost estimating and analysis tools, implement these tools, review results for reliability and validity, and present findings to NRO CAAG management. Lead the statistical and mathematical analysis of the cost of historical programs and enterprise systems, both within and external to the NRO.- Assist NRO management on business and workforce development initiatives. Serve as the senior technical representative at high-level conferences and meetings with representatives from DoD, other IC partners, military services and agencies, and private industry. This position is a Senior Level DCIPS position. DCIPS Senior level positions include GS/GG-15. The NRO is accepting applications from both Federal Government employees and non-Federal Government employees for this position. Federal government employees, who currently are GS/GG-15 or equivalent, may ONLY apply for lateral reassignment at their current grade level and step. Those selected at GS/GG-15 grade level may be considered for future competitive promotion under the NRO internal promotion evaluation process. This position has a Basic Requirement for the 1515 series:
Degree:
in operations research OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, OR subject-matter courses requiring substantial competence in college-level mathematics or statistics. Develop and improve technical and performance characteristics of complex satellite systems, to include satellite and ground system components, as they relate to cost. Expertise in cost estimating/analysis of major acquisition programs. Coordinate the planning and execution of all cost and alternate analyses supporting the evaluation of changes/trades to current/future enterprise architecture. Serve as a senior technical representative at high-level conferences and meetings in connection with cost estimating capabilities. Specifically you will be evaluated on the following competencies:

DOD GEN APP INFO THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position. This position is Acquisition Category P- Cost Estimating Level III - Senior and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
